Yngve Torgersen graduated from University of Oslo - Norway, with a degree in microbiology in 1989. He worked at the Norwegian National Veterinary Institute until 1996 as a scientist in fish health and disease preventative measures in aquaculture. From 1996 to 2002 Torgersen held various positions in the Norwegian Ministry of Agriculture – Department of Veterinary Services, including Head of Animal Health Unit. Between 2002 and 2006 he worked in the European Commission – DG Health and Consumer Affairs – Animal Health Unit, responsible for the development of the current EU-Aquatic Animal Health legislation. From 2006, Mr Torgersen has been Director in charge of policy development in the area of Aquaculture management, and environmental sustainability of Norwegian fisheries and aquaculture in the Ministry of Fisheries and Coastal Affairs and from 2014 in the Ministry of Trade, Industry and Fisheries.

Since 2008, Mr Torgersen has been head of the Norwegian delegation to the FAO COFI Sub-Committee on Aquaculture. He has been chairing technical and expert consultation within FAO on aquaculture matters. For the period of 2017-2019 he held the position as Chair of the FAO COFI Sub-Committee on Aquaculture. Over the years, Mr Torgersen has published more than 40 scientific papers and articles, and given numerous presentations around the world on various subjects in relation to aquaculture.
